The process of manually reporting and closing improper threads doesn't prevent forums from being filled with improper threads.

Mods are not full-time workers, they can't keep up with regulating the forums.

If warns were given out occasionally (arbitrarily toss out a warn to maybe one out of every hundred spam threads or so) then people would be effectively deterred and it would simmer down alot.

From what I have noticed, the mods like to let their Jsp pals rome on the forums doing whatever they like, breaking bump rules, spam rules etc, but if you are not on the "pal list" you are locked to the rules, and threads get closed almost instantly.

Its gotten very out of control lately.
