This sounds alot like Gaiaonline's tektek autoformat (a plugin for Firefox).
Shouldn't be too hard to code. Just ripoff tektek.org's Gaia Firefox Toolbar, and done.

So from an implementation perspective, d2jsp would have to start storing and retrieving the default text stylization options for every single user from its database. Yea, how about no.

If you want to see custom stylization, replace the current stylesheet with your own.

This is also the only part of the suggestion that I like. However, as mentioned above, it's trivially solved with custom CSS.
