Can anyone assist me in building an Operating system for a Coast guard?

you need to post details of what you want. not sure if you mean computer operating system (memory/thread/process management, etc), some sort of legal procedure for what to do in various scenarios, training guide on what coast guards does, etc

you mean 'operational control system'?
and what are the details required?

can you explain what this has to do with the coast guard? i dont understand the homework assignment.

you didnt provide any of the information i asked for. what does this have to do with the coast guard and what do you need help with?

Methinks he needs an OS for the automatic toilet flush controller on the boat. It should have windows so people don't get sea-sick.
