NFE pokemon are in the same tier as their fully evolved counterpart unless they are vastly different(Scizor/Scyther, Eevee), so Gible, Gabite and Wynaut are uber by default.

I would agree on that to.
But just so you know, thats almost identical to Smogons tiers.
The only thing I would change on that, is not directly related but put a Soul Dew clause for Latios/Latias.

Ubers is likely to be identical as most people agree the same stuff is overpowered.

IMO Lati@s should be banned even without soul dew, as they're just too good.

Great movepools, typing and stats make them unpredictable and too strong for the metagame.
