Well, I find FFIX has a more enjoyable game play and also I find that when you replay the game you tend to focus more on details that aren't all that relevant to the story, considering this, IX has more interesting settings which makes talking to villagers more interesting since you can learn more about the place (in FFVIII Esthar is awesome, but the rest of the places aren't special imo). And the fact each character has diferent abilities makes it interesting to try dferent parties on each run, this way battles are diferent and you get to see diferent dialogues. This makes IX have a higher replay value imo. FF VIII is spectacular on the first run, and it's also great on a second run, because you notice more details about the game if you know where the story is going; a third run might start to get tedious. But considering it's been 11 years since your second play through, unless you feel like you got it all figured it out on your second run, I'd say ot's been enough time to consider doing a third one.
So, really, both options are good... if you feel you still have the stories fresh in your memory and you just want something to entertain yourself and let the urge to play FF calm down for a while, replay IX. If not, go with VIII.
