No...large charms are almost completely useless since a gc/sc or 2xsc combination can almost always be better...and with sc's, the truly gg sc's life 20/5's 3/20/20's 20/17's etc. do NOT require a very high ilvl and in fact by using a high ilvl sc you are actually making it harder to roll those charms.

The higher iLVL doesn't give you a % chance increase to get say a skiller roll, it just allows you to get like a skiller roll with 40+ life.
As for keeping them, I would recommend keeping iLVL 95+ (Diablo, Nith, Baal) if you are looking to roll charms. A baal gc/sc will give you the best chance to roll something excellent.
Not good advice...of all the "desirable" sc's, the highest ilvl requiring one would be one spawning with +36ar which requires an ilvl of 57, the only affixes with a greater ilvl requirement are the top two levels of each elemental prefix. So when you use a ilvl +90 charm you are allowing it to possibly spawn those mods, mods which you don't want...you actually want to shoot for sc's that are ilvl 57-65 so that those affixes are taken out of the available pool giving you a better chance to roll the "desired" affixes.
