No. You can socket some items from normal at larzuk to give them 4 sockets though.

No you haven't.

Normal is restricted to MAX 3 sockets for any item generated with sockets. NM is restricted to MAX 4 sockets.

No.

Some items with no sockets can be socketed (in the Horadric Cube or at Larzuk) and get 4 sockets.
But that's a different story.
