No. Its the item level that makes the difference, not the character level. At least that's what I've been told.

that's true... so know what ilvl GC you need to roll the mods you are looking for before wasting the pgems. you can roll with a lvl1 char all you want and the charm won't change in ilvl. if you are looking for 41-45 life, you will need a GC from hell Diablo (94), hell Nihlathak (95) or hell Baal (99).

char lvl doesent make a difference

I'm not sure but would gc from Pits or Ancient tunnels also work? Or those areas too low (85 / 88 ish?)

no, the mod requires 90+ ilevel - the only creatures that can drop are above that level - minions of destruction (92) (not lister, he is 88), Diablo (94), Nilithak (95), and Baal(99).
