At least we hope so. GW 1 was originally created as a PvP game. You played the PvE campaign and as you got further into the game, you learned PvP mechanics specifically in certain missions 1 at a time. You were then able to go to a PvP arena if you wished instead of continuing and finishing the end of the PvE game.
As far as I am aware, the game is built for PvErs since that is where the money is at and ANet learned from their mistakes from dumping large sums of money in the championships.
If someone knows something I don't about the game being more PvP focused than PvE, I'd be happy to see that source

Either way, I expect a polished game and I expect to waste thousands of hours in GW2. Waiting for this weekend here to hit up a GameStop for a collectors edition pre-purchase so I can hit up the servers the minute the game opens
