in theory it's a welch but the fact that any reply that was made was done via a PM there was no confirmation on extort's side. it was pretty much a win/win for extort it seems, but there is a reason we don't allow anything from pm's. He should be removed from the active list and put on "probation" imo. like you said, Jeremy, this was his first incident i can think of.
