2 year buy-in up front
1 year buy-in due every following year
Each users responsibility to find a buyer for their team (i.e., pay the 2 year buy-in and assume ownership... at which point the 1 year deposit is returned to the team owner.)
If the team is not sold and the team owner hasn't paid the annual fee, they lose their deposit and the team gets auctioned off (at the minimum price of 1 year buy-in. If somebody were to buy at the minimum price they could turn around and sell the team the following year for 2 year buy in, and effectively extract the deposit of the delinquent owner. If the league is succesful and the team is good, teams may get auctioned off for more than 2x the league buy-in which would be cool)
I've run a 10k fg league the last few years and could pretty easily morph into a keeper.
I would be up for ramping up the buy-in and doing keeper, but if the buy in is 20k fg, and we need a 2 year buy-in initially, idk how many people are willing to shell out 40k and perpetually have 20k sitting for years.
