Are catchers/pitchers just that much better at preventing it?

Or is it a lost art?

Billy Hamilton is on the cusp but I doubt he'll get on base enough to be considered a 'dominant' base stealer.

The best bet to be that guy is probably Byron Buxton. He has a very very legit hit tool and some scouts have said 'he may be as fast as Hamilton'. It all comes down to how much he improves on the basepaths, because right now his base stealing instincts are well below average.

Define dominant, you got guys who steal 40+ consistently in the league right now.

We haven't been that far off recently, Reyes with 78 and Bourn with high 60's. I can see it happening again, but Ricky was so damn special I would hope players like him don't just come around each year.

I think carl crawford was on the verge of becoming this, but he fell off hard after his FA year.
