Thanks for all your help man! I was about to give up and then I figured out a really, really easy way to get windows 8.1 onto the system.
For future reference for anyone who might stumble on the need for this solution for Macbook2,1 2007 a1181 white 2.16ghz intel based
(1) Clean wipe
(2) Create 3 partitions (Extended Journaled @ 60gb, Fat32 @ 10gb, Fat 32@ Remaining Memory), using the GUID format in options.
(3) Install the highest possible mac os you can on extended journaled.
(4) Download and install rEFInd
(5) Insert a windows 7 64bit install disk and boot it from bootcamp (startup options key; the disc will not be visible in rEFInd)
(6) Install windows 7 on the large fat 32 drive
(7) Create a windows 8.1 usb installer using a usb installer making tool (windows or linux tool)
(8) Copy the contents of the usb installer to the 10gb fat32 partition
(9) Open the 10gb drive in windows and run Setup
(10) Allow install to continue, and always boot back into the windows drive on rEFInd every time it resets.
(11) Go through the reset process like 10 times until Windows 8.1 loads (requires patience).
(12) Go back into your mac partition, download bootcamp drivers for windows package
https://support.apple.com/kb/DL1638?locale=en_US install drivers as needed (this I haven't done yet)
Thats all there is to it; looks pretty too with the refind boot.
And in preparation for Windows 10, simply resize the journaled partition to 10gb, create a 10gb fat32 drive and repeat the usb installer > hard drive partition installer conversion (continuing down the steps)
