There was a power blink in my town the other day and my friends computer may have gotten damaged from it.. When he goes to start up his PC he can login (Windows 7) and after a few seconds his computer just restarts...
what can i do to help you guys better understand the problem and help me fix it.

he could boot from windows 7 cd & repair install

We did a new install of winows (formatted HDD first) and he says the problem persist

boot from a linux flash drive/cd & see if it's not going to crash.
