My computer has pretty much been doing this from boot now; whenever I'm in a game I notice my FPS at a stable 60 triple buffered, but on interval, my game will sutter like it is dropping frames yet my FPS remains the same.

post specs/list components unless prebuilt desktop, link to it & mention all upgrades you did to it. if it's a laptop , link to it.

not all programs or processes....USE all four cores. Many, use 1 core.

I'm aware of this, but why has this started to happen when it spikes? Games are unplayable at a competitive level at the moment.

Just sitting with CS:GO open at the main screen its spiking at an interval on one core.

I just realized that my computer also spikes when in a skype call, but not running skype. *NOTE: No other programs are open that caused spiking before, it was passive for atleast 5 minutes*

To test the CPU cores....run Prime 95 (Blend mode) for about 5 - 10 mins....and look in task manager...all four cores should be at 100%

Alright it is running, all cores are capped at 100% with ram @ 4.2-4.5GB use. Anything I should be looked for?

I've looked into my Resource Monitor and it seems that "System Interrupts" is taking alot of resources.
