I originally thought that the body-burner was the same person as the rat-feeder, but the most recent episode basically ruled that out. So it leaves the identity of the feeder to be determined. Right now, I'm thinking it's the governor and his buddies.
The reason I don't think it was the girl is because I don't think she would have snuck out at night like that. I'm sure they have shit on lockdown at night, especially for the kids. I could see her feeding them during the day because she thinks it's a casual game, but going out at night means a premeditated effort on her part. Does she really care about feeding it so much that she'd go through all that trouble? I don't think so. And besides, she'd have to catch and carry 4 rats which doesn't seem like the kind of thing a little girl would wanna do. She knows going out is dangerous, she wouldn't risk going by herself just for some fun.
The governor, however, would have no problem with any of that of course. When Season 4 began, they mentioned how zombies were just starting to build up around the wall in greater numbers than they had gotten used to. Carol even mentioned once how they had a big buildup overnight. Does this seem suspicious to anyone? Zombies start to come in irregularly large numbers, but conveniently they do it when no one is looking. Oh and we also have a case of someone feeding them. To me, it makes sense that the governor is using bait to lure all the zombies in the area to take the prison down. Also, the fact that he and his buddies are credited as cast in the season tells us that they will be back at some point.
If there's a dark horse candidate for this, it's Morgan. The show made plenty of effort to make sure that we saw him using rats as bait in his area. This is the second time we saw rats being used that way, so it's natural to jump to him. Also he's crazy, so the show wouldn't necessarily have to write a logical justification for his actions.
Morgan is also cast this season, I could definitely see him or the govornator doing it as well. The season has been above average IMO, hopefully they wrap up this sickness theme or at least introduce a little more conflict from something else as well. I'm going to be pissed if half of the season is them finding medicine/dealing with sick people.
