I think it relates more to hardware (updating, changing, etc..)
I only have experience with blizzard games (wow, sc2) and they have similar issues although for sc2 these types of problems are rare.

no, separate servers, it just starts new on their side, you keep your american side. the bottom 2 guys are on europe hc
