I believe your problem is windows - it randomly looks for wireless signals (even though you're connected to the internet) and when it does so, it lags your connection.  I used to have this problem.
Let me find a solution for you quickly and see if that works.

http://www.ehow.com/how_7620152_fix-wireless-lag-spikes.html

Here is a site that explains how to do it without programs. Be very careful as messing with these values is like open heart surgery for a computer -- do exactly as the article states.

This is my best guess as to what is happening since it's only your computer and not your mates. You also described it as very fast lag spike (nothing lasting for like 5 seconds or more).

Hope this works for you as I know how frustrating it can be.

Thanks for input, I notice it says wireless tho? I'm LAN, cable connected to the modem if that matters.

You said earlier that your comp has the ability to wireless =)
For some reason windows looks for connections even while it's connected and when doing so temporarily (<1sec) interrupts your connection.

Does that sound like the problem you're having? Every 15min or so you get <1second of lag? If not, I wouldn't worry about changing the settings but if it does then that very well may be your problem.
Like I said I had this problem when I had to switch to wireless and it was the worst.

The only thing I can think of that hasn't been mentioned is the possibility of your IP address renewing once every hour.  It's a long shot, but it's possible it's forcing your computer to get a new address instead of keeping the one leased to it.  Try assigning your computer a static IP address in the router's range.

^^ probably your gateway refresh static IP timeout.

Try popping into your router, (if you have problems, google your router. just have to enter your ip address into your internet explorer., if you dont know your ip, open command prompt by typing cmd into your search bar on windows start menu, then type ipconfig /all)

Will likely be your timeout set to something retardedly low like 3600 seconds. Feel free to add two 0's or assign it to something like 192.168.0.1, should clean things up. Need a reset of both your router and PC afterwards.

This, must be ur router, maybe used jdownloader or any other downloading script cause they use to reconnect every now and than to get a new ip to continue loading ?

Ya for sure. I don't readily know how to get into my router (I should but I don't) so I'ma let the things I've tried ride 2nite. I'll leave d3 open while I sleep to make sure it doesn't d/c etc, if it does then I'ma have to get into the router and mess with some shit :/

You all are awesome thanks so much! Let me know if you ever need anything.
