A lot of routers have this feature if you attach an external USB drive to it. I personally use Plex to access my media ANYWHERE, whether I'm at work or just want to watch one of my movies in my living room.

I would recommend you have an small server with Plex Media Server on. Man I love that software!
I currently have a mini entertaining library with 250 movies and 15 TV series. I'm even able to watch from it outside my network, able to share it with family etc.

Currently I have it running off a Macbook till I can afford a selfmade NAS. The duo core 2.5Ghz is sadly not powerful enough for 4k content.

What I had in mind:

The evo 212 for lower noiser and lower temps, imo worth $25
H170 chipset because I would need to Raid 5 or 10.
16GB RAM is sufficient, and the low speed because motherboard doesn't support higher
SSD for OS, a small would be okay, but the with the prices on 60-120GB it just seems silly.
node 304 case because it supports up to 6 HDD's
PSU im not quite sure yet, probably 300-400w with efficiency over 80++

I made a Plex Media Server for my mom as well.
She needed something small, so she could use it to browse on the TV and have plex media server (1080p content)

I bought an i3 NUC. but in 16GB ram and 120GB m.2 SSD

It was about $360 total, And she already have an external HDD for storage to the Plex.

Thanks, just got up for work an hour ago so hadn't read these yet, yeah you gave me your build before when I asked about the actual pc part.

I just want to know how it will work in the network before I go forward.

Just learned about Plex. Have to read all this now.

So is this basically the minimum processing/ram needed for 4k?

The 6400 should be sufficient too for 4k@30mbps
A minimum of 6000 passmark
