Going a little over budget isn't a worry. If absolutely necessary i can go up to 500$.
Would like to be able to have 2 moniters.
I realize 400$ is a bit low so i'm not expected the best, hopefully you guys can find some good deals for me and hook me up!

You're going to need more for editing/rendering.

You'll want a i7 / a good amount of ram for that. And those two alone are about your budget lol

Makes sense, but i'm not looking for top quality video editing and i'm not rendering a huge amount, just making simple videos, nothing too much.
Don't need the best.

spend $800 to a $1000 or use a smart phone.

/e Well if you want it to last for more than a month or two.

that video card is for heavy gaming. then the power supply would be too much, (if without the video card)

ssd is way better than hdd
