Looking to buy a desktop and I saw newegg had one rebuilt.

My question is it worth the $ or can I get a better one for $800 by buying just parts.

at that price it is an OK buy.

could get better with 800$ in parts because you would need to buy a new gpu, 630 sucks.

also does not state the psu.

would likely need a new one with a new gpu.
