what the hell?

not only is exe being used on the x86 architecture

but a damn APK is on ARM architecture 99% chance

and the exe probably has binaries that are windows proprietary

and all kinds of shit

Just rename it to have an apk extension; done!! It won't ever do anything when you run it, but it'll be an apk.
