Dear all, I hope you can help me out.

I have a business laptop with decent specs, except for the GPU which is an ATI Radeon HD 545v. I play D3 on the lowest settings with 25-30 fps. Well, I can live with that.

Since a day or three I'm suddenly experiencing huge latency spikes/drops every 10-20 seconds while I'm playing d3 and I have no idea why. I haven't changed anything hardware or software wise! What I do know is that the latency spikes appears more often when there are more graphic activities. I've tried to google for some solutions and I really can't get further. What I do know is that it's wise to do a pathping and tracert check in the command prompt. I will post the results in this topic (second post) to help you guys finding a solution for me.

What I've already tried to fix this problem:
  • In the first place I thought it's the weather cause the latency spikers came along with the 25+ c degrees so I bought a laptop cooler which keeps my laptop gpu and cpu under 70 degrees TOP
  • Set priority to high
  • Uninstalling (with driver sweeper) and installing the latest gpu driver
  • Rebooted my router and clean my DNS afterwards
  • Tested my internet connection. It's all fine. Around 10 mbps
  • Tried to switch from WIFI to Ethernet
  • Windows (& System) update
  • Playing around with the CCC settings. I've also tried to turn CCC off.
Do you guys have a recommendations? I really don't know what to do. Much appreciated!

That is timing out somewhere outside of your local network and in the ISP's network. It looks like an issue with your ISP and not blizzard or your home network.

OK.. What shall I do? Simply call them and explain the problem or anything else?
