Both are one-handed swinging weapons, but
Azurewrath Phase Blade has a lower (and thus faster) base speed: [-30] compared to [10], and hence lower IAS breakpoints.
Since you did not specify which settings you have been using, we are left guessing that you may have forgotten to edit one or multiple fields when using the calculator.

Minimum IAS required (weapon + equipment other than weapon) to reach the specified attack speed.
