I know they always get 6os from the quest and whatnot, but I don't know if these can spawn, I have personally never seen one and I am curious.

I once found a 4 Os Eth Ghost Spear in a HCL Season.

26-40 ilvl has a max socket of 4, you'll have to do some research and find out where that can drop, though.

ghost spear has terrible min damage, i wouldn't use one.

Yes they can. But like you say they are quite rare. It's not the socket amount that is rare though, it's the wep type itself.

Cubing 0 os would be best if you are looking for one I guess

you can try a higher ilvl base, and cube it for a lower chance to get 4 sockets.

1-25 if it's a broken and then repaired item, but 26-40? How? Their ilvls are 68 and 70 O_o
