45%ias will meet faster bps but 300% dmg increase is better if you don't break critical ias bps? I mean if we're talking crushing blow dmg, treachery every time. But if we have a big stick and don't expect to hit critical bps, I don't see how 300% more min/max dmg is not preferable. +chilling armor on a nice eth plate = a pretty viable option

There's a reason for this. 300% isn't really 300% eather, ED only works like that in your weapon. ED in armor counts as skill ED.
Yes, Fortitude adds a damage increase. But it doesn't increase anything compared to Treachery. Faster IAS allows for more damage, more life leech and (if you've got it) more CB.
