why did the level requirement change a lvl 25 can use a crowbill

i think because of the mods on the rare w/ the crowbill push it higher

This is pretty much true, every mod is the same though. It is the damage upgrade for this weapon that caused the level to be pushed higher. For example...you'll never see a weapon with [75-100 damage] at a very low level. There's a certain bracket affixed to a certain level. Up until very high levels (80's) where you can use end game items.

No, it is the levelreq of the ''Knight's'' prefix: +(51-65)% Enhanced Damage, +(81-100) to Attack Rating on Ghoul Spawn Military Pick that forces it to have Required Level: 30.
In case you wonder how it gets +108% Enhanced Damage, there is another Enhanced Damage prefix on it.

The Horadric recipe that upgrades to Exceptional grade (Military Pick ~> Crowbill) applies a penalty of +5 to Required Level, hence 35.

That's what I was looking for to better explain it. Couldn't we say that it is a higher level requirement because it is now a crowbill? or is it because of the "knight's" prefix giving it more enhanced damage?

Before
Required Level: 30 due to the ''Knight's'' prefix (higher levelreq amongst the affixes present).

After
Required Level: 35 = max(25,30)+5 due to the Horadric recipe used (+5) and the fact that the base required level (Crowbill: 25) is no greater than that of modifiers (''Knight's'' prefix: 30).
