orbs are basically for crafting and modifying ur items in a variety of ways many of which wont make sense to explain till you know more about the mechanics of the game
its usually a good idea to save most of ur orbs if you are starting out

the only reason not to rank up a skill is to avoid the higher req if you have a ring with +xx dex and you level a gem with dex req too high and go to upgrade ur ring and it has no dex you now cannot use that skill gem
you can downlevel gems for an orb cost but its better to just watch ur stats
