Turns out the Albino Rhoa feather has a use after all. While playing around with vendor recipies including the Rhoa feather, I finally
stumbled upon combinations that worked. While I cannot say that this is the only use for the feather, I can say that it is a sure fire
way to get the unique you are in need of.
The Albino Rhoa Feather drops from the Albino Rhoa which is a 1 in 500 chance spawn of a Rhoa. Obviously, the best place to acquire
the feathers is from Mud Flats. I average one feather every 2-3 hours which includes entering the mudflats area and checking the three
Glyph nodes as well as the unique then resetting. Rinse and Repeat. While it can be said that grinding in this manner is a large waste
of time, I disagree. I simply farm mudflats over ledge or fellshrine while leveling. It has dropped lots of low orbs as well as a few gcp and
one exalted orb. I would like to also point out that a majority of my feathers have been simply purchased off of other players for as little
as a chaos each.
When playing around with the feather in a vendor menu, this is what occured.

By circling normal items with the feathers, the vendor offers you an unidentified unique of the normal base. It only offers Scroll Fragments
if there is no unique for the normal base you provide.
Use of feathers to acquire MF boots:
Feather's at the current time are very cheap because few actually know what uses they have.
While I do not know if this is their only use, I can only say I plan to deck out my character in the near future.
I only hope there are more uses for the feather that I can find. I'm kinda hoping for a cow map level.
