I believe you can sell and buy from a vendor to make it temp perm... that's what I heard.

No...

if an item is unperm it is unperm, it will not go away...unless its runes...you can cube these.

you can cube runes and make runewords into unperm socketed stuff that's the only way to make things perm

so for btals, no you will not be able to make it perm
