If they're in a current challenge, you can't challenge them.

You can only challenge players who are 1 or 2 spots ahead of you on the ladder.

You have (i think) 3 days to respond to an issued challenge before it's ruled a dodge, barring extensions.

I'm not sure on the rule about rechallenging users you've lost against for their spot.
