Don' t ruin east rules (currently the best imo) adding Oak and 35% slow like the shitty eu one -.-

east rules are already ruined since east is now people that spawned on ladder

pretty sure we're not allowing oak and 35% slow lol
just want to clean these rules up a bit and make it a bit more fair/entertaining for all match ups

also.. You ever try to fix something that doesn't need to be fixed? Yea 99% of the time you end of breaking it.
