Somewhat a poor excuse imo

I mean, just think about it for second. Even if they are using different accs, what stops assj from using fred's acc if he would want to play for fred?

assj owns the acc, and imo he is better atm so if he lets fred plays instead of him he 'can' loose one slot ~
so if fred wants to play he uses the same char, but only 1slot, not 2, they have to share the ladder slot.
Imo it's fair ?

well, you could just let them play on two slots imo, like it would really make a difference
if your reasoning for not letting them play on same char is that one could play for the other, then lets say fred had makes char cakemanII on different acc to join the ladder. But what really stops assj from logging on to that char and playing for fred if he really wanted?
