I just tested this build last night. I feel running act 3 is easier now than in 1.03.

Stats
40k hp
28k dps
600-800 AR with Prismatic Armor
~35% crit with scoundrel
29 arcane power on crit
2.7% life leech and ~300 LOH

Scoundrel Helper for 3% cc.

Left Click: Energy Twister - Storm Chaser
Right Click: Teleport - Wormhole
Skill 1: Energy Armor - Prismatic Armor
Skill 2: Diamond Skin - Crystal Shell
Skill 3: Frost Nova - Bone Chill
Skill 4: Archon - Arcane Destruction (1600% weapon damage is huge)

Passives: Critical Mass, Glass Cannon, Astral Presence or Cold Blooded(If you're fine on arcane power)

How the build works:
I honestly feel that storm chaser procs CM WAY WAY WAY more than WW did in 1.03. Note that I realize there is no signature skill to take advantage of the buff storm chaser offers, this is fine.
Basically you want to be as close as possible to the mobs while casting storm chaser since the projectile's path begins at your feet and has a random route. Teleporting on the mob will solve this, similar to a hammerdin in D2.

1. Cast diamond skin
2. Teleport on mobs
3. Hold left click on mobs to spam tornadoes
4. Spam frost nova and diamond skin
5. Use archon if off of cooldown for 1600% weapon damage explosion and use explosion skill. USE THIS IMMEDIATELY AFTER YOU FROST NOVA FOR EXTRA DAMAGE(bone chill and cold blooded).
6. Immediately undo archon by right clicking archon buff
7. Go back to 1.

Obviously casters and mobs that move faster(or the combination there of) are going to be harder to deal with, so practice timing your diamond skin. I can farm A3 efficiently with this build and I killed Ghom by potting only once last night. Practice in act 1 before you try act 3.

In my opinion, the best part of CM is reducing the cooldown of teleport. If you played D2, you know important nonstop teleporting is. Please use this to your advantage to find elites or the boss in a timely matter. It IS okay to skip trash mobs.

Works kinda well but if no sig spell, why not something like raging wind for more dmg? I'm testing this in stream right now; was previously using storm chaser with spectral blades

never had a chance to check if the proc ratio differs for ragin wind or any other rune.

I'll look into it.

This is a great looking build. You are essentially taking away the triple explosive for a more potent shot of 1600%

I'm really loving how this build works. Good job! It seems like this rune is one that blizz did overlook and I hope that they won't go ahead and nerf it like they usually do. That being said, APOC seems to be pretty crucial, because the mana that this takes to work is heavy. I tried the minstral wind rune, but the procs are not as quick.

i'm glad you like it and ya stick to storm chaser rune because it procs way more often
