for the longest time no one would buy motorola androids because moto blur was a travesty.
customization to a fault is what you get with androids.
the only reason you haven't seen the customization with the windows OS is because you have companies making windows phoines that don't touch the OS for the most part.
even with WP7 being a "closed" source OS, the SDK is still free to work with. very little time is wasted on WP7 phones because it is such a low demand with a miniscule app market, whereas the android market is the largest percentage of the smart phone population. its worth spending the R&D for them to differentiate their phones from eachother, because at the end of the day, the phones of the same era are using the same hardware.
the biggest issue with the additives on the android side is that you get underpowered budget phones with the same systems installed on them. they don't have the hardware to run the systems with the add-ons and it causes problems. hence why i rooted my hero once it ended up with 2.2.1... the android market is also the only market where budget phones are being made, and they get compared to the performance of the top end phones which is completely ludicrous.
