It can be one of 2 things: Either the dog is cleaning between the nails, cats do it too or they might have some kind of allergy..My dog use to do it because she was allergic to this new food. So try changing there diet and see if it helps.

dont take a dog in if you cant afford vet bills....its like not taking your child to see a doctor...dogs must go to the vet

call ur local spca there is a program in place to help with these expenses... they will spade/neuter give the appropriate shots and even chip/register dog so if she is lost she can be returned to you.. as for the chewing if she is as nervous as you say she is chewing because she is scared. just give her love and a lot of excersise ... the more she goes out for walks with you she will learn to trust you more... work with her out of the house... it is a neutral place where you and her are on the same level.. right now when in your house she knows you are the dominant one (pack leader) wich is a good thing ... trust comes with time and she will get more used to you and trust is the most important thing

i have a husky he does it all the time wont let me vut them gets all pissy about that
but he gets em id say is normal inluess hes hurting himslef

Dogs will chew on anything, I'd say it's normal.
