why high elo junglers keep buying this even if they dont go for randuins ?

pays for itself after 13:45 mins if you sell it ; 27:30 mins if you dont
you probably dont get it before 8-9 mins i guess, so its pays for itself if u sell it at like 22 min
gives only 20 more hp than a ruby crystal
why wouldnt you just get philo stone and kindlegem to get shurelya 800~ golds faster and have most successfull ganks, more jungle sustain and more durability/utility in fights
am i missing something ? i guess so but i don't really know what so let me know pls
