It's improbable, not impossible. Also, League is not a stagnant game. There are constant updates and changes to the meta. It's very possible
for people to play that many games and still not learn how to efficiently ride the current.

My irl friend plays in silver for like 8k games and learns nothing, doesn't improve mechanics etc. Are people such unconscious players?
