An Introduction to the Palapk Nation Congress
If you're part of the Melee Community or a member of the Palapk Nation and you feel there is a topic of importance that needs to be addressed in a formal way that should or should not affect the Melee Community or the Palapk Nation as a whole, you are strongly encouraged to propose a new bill, act, treaty or alliance here in this thread. For example, if you feel a certain item should or should not be considered BM (Bad manner) or if you believe there should be a new rule or law, propose your thoughts here. Keep in mind there are almost an unlimited amount of possibilities and opportunities—This is what makes the Palapk Nation as great as it can possibly be; the ability to manipulate Guild and melee policy. Please understand that only those whom are considered serious about their proposals will be accepted by the Speaker of the House for a full day of debating on the issue by the Melee Community and the Palapk Nation before members of the Palapk Nation begin a voting session on the topic. Although the entire Melee Community is welcome to propose and debate on a topic, only those whom have a "Palapk Nation" Guild-tag may vote whether or not a bill, act, treaty or alliance passes through the House Chamber of the Palapk Nation Congress, which is then moved on to the Senate Chamber of the Palapk Nation Congress for a final vote; and if passed, it is then moved to the PreZident for final approval.

Palapk Nation Congress Guidelines:

Step 1.
    Propose a bill, act, treaty or alliance.

    To make a proposal, reply to this thread with the following information:

    Name of Bill, Treaty or Alliance — Sometimes With Act (e.g. The Anti-Fortitude Act).

    Bill # (e.g. Bill #1).

    Lastly, type an explanation of your bill and why you believe it's in the best interest of the Melee Community and the Palapk Nation.
Step 2.
    The Speaker of the House will determine if the proposal is deemed serious enough to be accepted. If accepted, a full day (24 hours) of debating on the issue will begin, at which point, everyone in the Melee Community and the Palapk Nation may post replies about the proposal discussing what they think about it.
Step 3.
    After a full day of debating, the Speaker of the House will cease all debating and initiate a full day (24 hour) voting session. At which time, only those whom have a "Palapk Nation" Guild-tag may vote on the bill. When voting, please only reply a single word: Yes to accept or No to decline. Or Yea or Nay depending on your preference lol. There will be no polls due to the ease of cheating. Anyone that does vote, but does not have a "Palapk Nation" Guild-tag, their vote will not be counted.
Step 4.
    After a full day of voting, the Speaker of the House will cease all voting and count the final tally of votes. If the majority of votes pass, the Speaker of the House will hand the bill over to the PreZident of the Senate (AKA the Palapk Nation Vice PreZident.). If the majority of votes do no pass, the bill is considered a failure and does not move on to the Palapk Nation Senate and can not be proposed again unless modified.
Step 5.
    If a bill passes the House of Representatives, the PreZident of the Senate must initate a final voting session in the Senate which consists of four Palapk Nation Senators. At this time, the four Senators must vote on whether to pass or decline the bill. If the bill passes the Senate, it's then moved on to the PreZident for final approval or veto. If there is a tie-vote, the PreZident of the Senate must cast the final-deciding vote.
Step 6.
    If a bill passes the Senate, it will then be moved to the PreZident of the Palapk Nation whom will post the final reply signaling the end of session for that bill, in which it is either approved and made official or vetoed and nullified.
Palapk Nation Congress Rules:
    1. Only one bill may be proposed, debated and voted on by both the House and Senate Chambers at a time. This means there can not be two, three or more bills being proposed, debated and voted on at the same time due to the congestion issues of having a single thread for this type of use. Therefore, a single bill will have two days of processing: One day for debating and the other day for voting. The Palapk Nation Congress will receive new bills on a first-come, first-serve basis over a period of two days for each bill.
    2. All members of the Melee Community and Palapk Nation may propose a bill, act, treaty or alliance.
    3. All members of the Melee Community and Palapk Nation may debate on a proposed bill, act, treaty or alliance.
    4. Polls are not considered an acceptable way of voting due to the ease of cheating.
    5. Only those whom have a "Palapk Nation" Guild-tag may vote on a bill in the House of Representatives. All other votes will not be counted.
    6. The Speaker of the House is responsible for accepting/denying and overseeing all House bills while also making sure they get voted on by Palapk Nation Congressmen and Congresswomen.
    7. The PreZident of the Senate (AKA the Palapk Nation Vice PreZident) is responsible for overseeing all Senate bills while also making sure the four Palapk Nation Senators make a final vote on the bill.
    8. The PreZident pro tempore is responsible for serving in the absence of the PreZident of the Senate, in which three days (72 hours) of no contact with the Senate is made. Therefore, taking up the responsibilities as the PreZident of Senate until their return.
The Legislative Branch of the Palapk Nation Government

The Palapk Nation Congress (With House and Senate Chambers):
    The House of Representatives
    All new members of the Palapk Nation automatically assume the rank of Palapk Nation Congressman or Congresswoman. The Guild's unique style of having every member essentially part of the government ensures that every single person in the Guild has and plays an effective and important role with almost limitless opportunities and outcomes concerning Guild and melee policy.

    Speaker of the House—Responsible for accepting or denying a piece of legislation (A proposed bill, act, treaty or alliance) before it can be voted on by the House of Representatives. Also responsible for accepting or denying a grievance proposed by the Attorney General or other member of the Guild before it can be voted on by the House of Representatives. Must strongly consider the seriousness of such proposals or grievances so that the Palapk Nation legislative system does not get clogged up with unimportant matters. Must also keep the House active and make sure Congressmen and Congresswoman know when to begin debating and voting on new legislation or grievances inside the Official Palapk Nation Congress Thread.

    Palapk Nation Congressmen/Congresswomen—Make up the House of Representatives Chamber of the Palapk Nation Congress. May propose, debate and vote on new legislation proposed by themselves or another member of the Guild that must first be passed in a majority vote before such a bill, act, treaty or alliance can move onto the Palapk Nation Senate for a final vote. In a tie vote, the Speaker of the House must cast the final-deciding vote. Such proposals, debates and voting will take place in a separate Official Palapk Nation Congress thread created by myself with more details to follow. Will also be responsible for voting whether or not a grievance proposed by the Attorney General or any other member of the Guild will move onto the Palapk Nation Senate for a trial.

    The Palapk Nation Senate
    PreZident of the Senate—The Vice PreZident of the Palapk Nation is also known as the PreZident of the Senate. The one single duty the PreZident of the Senate has: is to oversee the Palapk Nation Senate (Part of the Official Palapk Nation Congress Thread), making sure new bills, acts, treaties and alliances are properly voted on by the four Palapk Nation Senators. Lastly, must cast the final-deciding vote if there is a tie-vote among the four Palapk Nation Senators before the piece of legislation is passed on to the PreZident for final approval.

    PreZident pro tempore—Serves in the absence of the PreZident of the Senate, in which three days (72 hours) of no contact with the Senate is made. Therefore, taking up the responsibilities as the PreZident of Senate until their return.

    Palapk Nation Senator—A total of four Senators make up the Palapk Nation Senate. This number may increase to eight in the future. They will be responsible for making final-deciding votes on legislation that passes the House. If passed, the legislation will then move to the PreZident for final approval or veto. They will also be responsible for conducting a trial against any member of the Palapk Nation in which a grievance was brought against them that was first accepted by the Speaker of the House and passed by the House of Representatives. In the event of this happening, a vote will commence for a final verdict on the member. In a tie vote, the Vice PreZident must cast the final-deciding vote. If found guilty, the Chief Justice of the Palapk Nation Supreme Court must decide on whether or not to give any penalties or sentences against the member ranging from possible fines, suspension from melee events to being banned/exiled.
