Lol not with it's small AoE. Needs to have teamwork to hit more than 1 or 2 people unless the team is retarded.
I'd say Tempest ult tbh..
Bigger aoe, can hit more than 2 people.
You get all 5 in it? Oh shit, look, no spells, no auto attack from other team for 394050983408 years.

Imo it's OP, but the rest of Tempest's spells are rather lackluster, which makes him balanced.

Also, Cursed Ground is countered by Life steal/healing spells/even tree eating helps make it not as good.

Here, i'd probably say Salfs Ult. It does a good amount of damage, while removing all healing/regen effects. Not to mention once he kills that target he gets the life back/ bonuses
