my friend won a singing competition, except the video was tooken on a digital camera

and the quality is static-y

iso someone who can do there best to make it sound good!

use FL studios. u should be able to syth the sound and make it sound better with it.

FL Studio is a digital audio workstation and after effects is visual effects / compositing software. Not even in the same category, and how is it supposed to make his friend 'sound good'?

If your friend wants to sound good in his recordings he'll have to buy a proper condenser microphone and an audio interface for his computer (or other similar pro audio equipment). I use a Samson C01 cardiod condensor mic with an m-audio mobilepre USB interface, it works quite well for my purposes.

It doesn't matter how much you try to filter noise out of audio recorded on a digital camera -- it's just never going to sound good. Sorry.
