some ppl might be arrogant enough to assume they have better knowledge of everything concerning their country than foreigners, just because they are from there - but that's not true for me.
if someone who is familiar and well informed regarding a specific topic in germany that i don't know much about, i'd not dismiss his opinion just because he doesn't live here. there is plenty of info internationally availabe (especially when you understand the language of the respective country), so the lazy poo excuse you're alluding to doesn't hold any power...
