What I am asking is a very basic scientific question.

If you can't even answer how you would measure social intelligence then you aren't proposing anything scientific.

Five is more than Zero.
I consider that today there is NO theory in the social sciences that is solid.
I also think that my 5 theories are solid.

That's how I measure social intelligence: five is more than zero.

Zero social science theories are used to make smart political choices.

If I had a person in a room, how would I asses his level of social intelligence?

Does this person know some theories in social sciences?
And does he or she know how these theories can be used to make good political choices?

Neither of those should be required to measure what you have previously defined as social intelligence.
