if people answer a question with another question, the topics will be very poorly organized.

The amount of brain tissue is not determinative of cognitive ability.

The best we can currently say is that a high brain mass to body mass ratio is the most important to cognitive ability, but that's just species-wide. It doesn't say anything for individuals within that species.
