Politicians are much easier to sway to vote for things when they know it won't pass the other chamber or presidency. This could well have been one of those times. "Look at me, I'm bipartisan!" Similarly to how the House tried to repeal Obamacare like 40 times under Obama then couldn't get anything together when it mattered.
well, during that time, the tea party movement was going strong. voting for the gang of eight bill was less of a "look at me, I'm bipartisan"-move, it was more of a "look at me, I'm weak on immigration, I'm begging to get primaried".
