The "drain the swamp" herping and derping is actually really effective by burbling standards because it lets Trump speak to 2 different audiences of voters he needs:

1) Dumb people who are dumb enough to believe anything that Trump says, who get distracted by the handwaving and who will stick with him no matter how often he fails and flails
2) Garden variety conservatives who are in on this specific con, and who see the "swamp" as only being filled by people who they don't like, ex: "Trump's draining the swamp, he replaced Janet Yellen and a career bureaucrat that you've never heard of with discredited punchlines like Art Laffer and Stephen Moore!"
