We had France, not the entire western hemisphere and allies.
They had France, the Netherlands (They competed with Britain economically) and Spain. That was the seafaring powers of the time, basically the same as NATO supporting a revolution now.
And by the way, NATO doesn't support the revolution. They've provided limited support to the rebels, not true support. Only countries actively helping the rebels are the Arab League and Turkey. Given western governments reluctance to get involved, they don't support the revolution, they just don't want to see Assad come out unscathed. Israel is also a good example of that, they attacked shipments destined for Hezbollah but told Syria they are not attacking them. Leaks from Shin Bet, Mossad and the Israeli government make it clear Israel doesn't want the Islamists to take control in Syria.
