The government is clearly trying to save money and be intelligent in their own regard here, rejecting overqualified candidates because the training is very expensive and such overachievers are likely to want to climb the ladder and continue on.
Which is exactly what the cops don't want. They can't sign you on for live and forbid you from leaving your job after you've been trained, they don't own you.
Thus, the police academy doesn't just look for the qualifications of their candidates, but the likelihood of actually keeping them around and not wasting tax dollars on them.
I for one could never imagine my self stuck in low end menial policing work. You don't take someone who is incredibly gifted and have them day in day out booking junkies and manning speed traps.
And yes, I am that awesome, deal with it.
