We have no idea who wrote Luke, so we really can't say if it was based on eye witness accounts or just made up.

The word of Christianity was spreading so Luke goes and writes an orderly account to a bloke called Theophilus so that he may know the certainty of the things he has been taught. Luke goes and carefully investigates this story about Jesus. Luke speaks to eyewitnesses who told him all that he wrote down. So if Luke did this around 70AD, no doubt some eyewitnesses are still alive. Jesus would have died and rose at roughly 33AD.
When we read the book of Luke we are reading his orderly account based on him speaking to eyewitnesses. What more evidence do you need? You hear a story that sounds intriguing so you go to investigate and speak to those who were actually there. You then write up the report for everyone to see.
