Safety classes would probably be a states issue, but i think they are important.
Yes i would allow anyone to carry in public but allow business owners and public schools etc to have their own policies.
Having a registered gun would get you the license, depending on states requirements id assume.

Life in prison for an unregistered firearm is cruel and unusual punishment in my opinion. Directly violating the 8th amendment to the constitution.

You forget that less and less automatics are on the legal market as they find themselves in the hands of private collectors and gun enthusiasts given that you cannot purchase automatics manufactured after 1986. That is a restriction in itself.

How so?

Spend your entire life behind bars for not registering a gun?

What if the person hasn't broken any laws in their life?

I can kill many people by driving my car through a crowded area, should I go to prison for life for not registering my car?

Yes, because its a deterrence, and a car is different from a gun, if your car is not registered its still traceable to you.
If you DO take of your plates on a non registered car and drive through pedestrians, yes you should be imprisoned for life.

Pro tip, its easier to dodge a car than a bullet.

Yes, because I would have killed someone with that vehicle. If I were to have a unregistered firearm but I didn't kill anyone with it why should I spend my life in prison?
Lets just make it a law if someone steals we cut off their hands, that's deterrence against stealing. I'm not arguing against that firearms should be registered to their owners, I just think your idea of the punishment is cruel and unusual.

Try dodging a car coming at you at 30-40+ mph when you only have a second to react.

Hit the floor to dodge bullets, try to run from a car.

Because having an unregistered hand gun leaves a weapon out there that can not be accounted for.
Its completely different.
Its not cruel and unusual, people will be well aware of the law and able to either register or hand in their weapons at their own discretion, after that opportunity is waived they get only whats coming to them.

It's not different. Both CAN be used as deadly weapons, just like a hunting knife.
People are well aware of the laws regarding murder, rape, and kidnapping. Yet these types of crimes occur everyday.
